State-style United States flag

I don't exactly know what happened here. This is part of a chain of bad decisions--"part of" and not "the result of" because the events aren't strictly linear, indeed may be unfolding as you read these very words. The motivating question is, "what if the flag of the United States was like that of about half of the states?" I think the text on top is off-center; can someone corroborate this?
